A Stormwater Pollution Prevention Plan (SWPPP) is a document created to describe and outline the steps which a contractor will take to minimize stormwater pollution at a project construction site. These steps are classified as Best Management Practices (BMPs) and include temporary prevention measures and controlled devices such as gravel bags, silt fences, sediment basins, soil stabilizers, etc. Construction sites produce large amounts of sediment and other pollutants which can runoff into local bodies of water and cause significant damage. The SWPPP should be available on site and updated often to reflect any changes at the construction site.

SWPPPs are typically required for construction projects that disturb more than one (1) acre of developed or undeveloped land, although the California Green Building Code (CalGreen) requires SWPPPs for projects that disturb less than one (1) acre.

A SWPPP must be prepared and certified by a Qualified SWPPP Developer (QSD) and many other SWPPP tasks (i.e., inspections) must either be conducted directly by, or under the supervision of a QSD or QSP.
